If you use the mirror extenders, you can then attach any bracket to to the extenders as they provide a flat surface. I know what you mean, as I have a 13 and had the same problem. Let me see if I can fins the thread with pics I posted.... Found it...

Ok Joe....I've been researching aux tanks for the last couple of months. I like this clean solution. Are there any issues with attaching the tank to the subframe if Gary's "stiffy kit" is being used? Very interested in knowing what the price will be. Subscribed to this thread.....
