Typically from the factory they are set to "middle position" out of 3 possible positions - so you can move them closer. It is easy - you need to remove small cover (on each bar) and to loosen nut what hold the bar. Than there are pins and holes you need to reposition and fix the nut again.

Yes - Gen 2 seat fit to Gen3 - one to one. I tried that. I suppose the same is valid for smuggler too.
