I would have thought cold idle is required because the engine is cold rather than the ambient air is cold. The latter is more for fine control of mixture to achieve low emissions, this wouldn't affect the requirement for fast idle when the engine is first started. The Gen 3 idle, hot and cold...

If that was the problem, you could check by looking at the coolant temperature "C.TEMP" on the display. When the engine is cold this displays "Lo", if it shows any digits then the ECU will think the engine is warm.

If the idle after a cold start isn't higher than the warm setting, this points to the cold fast idle mechanism not functioning as it should. The rest of your symptoms are consistent with this.

Could still be throttle cables. Cables are used from the throttle tube to the sensor potentiometer in the engine bay.  Cables can be seen running down the right of the picture below (click on image  for larger view) :

Sorry to hear, but if you can't enjoy it, no point keeping it. I strongly suspect mine will be going next year, not because of its comfort levels, more to do with my riding ability.  It's a shame, but that's life.
