First remove/disable the Skene unit and see what they do. That takes the variable of it out and it may have died.

That fits my 2020 ES and they have a non ES version. 2016-2024 should be the same.

As an alternate Clearwater makes a harness with a highbeam relay, you could cut out the relay and use the harness. It's only $15. B729 harness

Sorry, you're right. I'm used to the US models, we had the 05, 05.5 (which I sometimes think of as the 06 because at the time it wasn't clear if we would get an 06) and later in the year we got the 06.

06 was a gen 1 and that isn't a gen 1 dash so you must have meant 2016. I think it must be the sending unit or in the instrument cluster, both odd but not impossible.
