I don't know about Gen IIs -- but, Gen Is are 24mm.

But, it's a loose 24 -- a six-point box-end is the best tool I have for it.

Also, the upper triple-clamp pinch-bolt will attempt to prevent fork-cap removal. One of the issues with large-diameter, thin-wall, fork-tubes is that they get their strength from the diameter of the tube (not-so-much the wall thickness). Consequently, the thin-wall can be de-formed (under pressure from the pinch-bolt).

I'd suggest relieving the pinch-bolt pressure -- or, removing the fork-tube (but, don't clamp the fork-tube near the cap).

 
I have a Gen II with the 36M nut. I have a 12pt socket so I used two strips of soda can wrapped around the nut to make a snug fit. Worked great, no marks on the nut.
