Handlebar Bolt - 17 ft lbs
Handlebar Nut - 47 ft lbs
As to the third value you're looking for - I'm assuming you mean the little 2.5 mm screw that holds on the little cover plates over the bolt and nut - and there isn't any torque value listed for them. I just snug them up by hand.
EDIT - I'm assuming you meant an 06?
