It looks like the genuine item to me and the seller has a good ebay reputation. If I needed another manual I would definitely get it. This manual covers all 2008 A, AE and California versions, but may not cover the security chip key on the Canadian versions. The X in AXB means 2008, AYB would be 2009.

I just looked more into the description on ebay and it now appears to me to be an exact copy of the genuine version. I know this forum only supports genuine factory, so this item and my comments may conflict with forum policy.
