are the pannier locks interchangeable between all model years?

I recently acquired a gen1 FJR with side bags, but, no locks.
all the locks I see for sale on line say they fit later models.
doe anyone know if the same pannier lock that fits a 2013 will also fit a 2005?
they look like very basic locks..
