Can this be right?

Hi Folks,

I am in the process of doing online traffic school, and this statement just did not look right to me:

"M1 or M2

If you have a permit that allows you to drive a motorcycle (M1) or a moped, or motorized bicycle (M2) vehicle, you cannot carry passengers unless they have a valid M1 license, you must ride during daylight hours only, and you may not get on the freeway. "

Am I missing something?

That is for a learners permit, not a license
