Casporttour did a fine job of getting the vista-cruise throttle lock to me last week. Warchild could probably fit it up, but after much debating, I've decided that it will not work on the Canadian version 08 with factory heated grips. Would be too much pissing around to get it to fit.

If someone ever rides through Edson, AB. and wants it, they can have it.

Nope. The Vista cruise requires you move the grip outward about 3mm. To keep the grip from contacting the bar end, place a washer or two between the bar end and the bar to act as a spacer. I used shorter grips, but it sounds like the heated grips are the same length as the originals. I did this same fix on my ST1300 with heated grip and it worked great.
