Diagnostic Mode Question Gen2

When going through the diagnostic menu everything works through d:21 and checks as expected until I reach d:30. I removed the #1 plug, grounded it and it is not firing so I assume the rest aren't either. I can't feel or hear any of the injectors working, nor the air induction solenoid. Also the cooling fan or headlamps do not come on. The manual says when doing these checks, the trouble light is supposed to be on but it never did illuminate. Yes it does work when turning the key on. 

 Am I missing something in the way I'm doing this?

I seemed to have missed the part about turning the engine stop switch off and back on. When I do that, everything works. 

I disconnected the O2 sensor, air induction solenoid and the TPS. It then set a code for the TPS but not for the other two but it might have to be running for those, I just don't know. That's the whole problem, there's a lot of things I just don't know.
