New FJR come with three locks and bag liners?

For any of you folks that bought recently, does the bike still come with three locks (two side bags & top case) and bag liners?

I just bought a 2016 in May. It came with the 3 locks. The top case was extra. The side case liners were extra. By the way, the quality of the zippers in the side case liners are not very good. They pull apart quite readily.
