One paragraph from the article:

“It’s better to prevent somebody from breaking the law, and maybe killing or injuring someone, than to arrest them after the fact and try to prevent them from doing that again,” said Anne McCartt, senior vice president for research at the Insurance Institute for Highway Safety. The institute estimates that 9,000 lives could be saved if drivers with a blood alcohol level of 0.08 or more were prevented from driving.

Can't say as how I'd disagree with the premise.

The concept is simple...Don't drink and drive. Period, no argument.

And no excuses about "a quick one" on the way home from work, or a "simple" glass of wine at dinner.

Don't drink and drive. An easy concept to grasp. And easy to live with.

 
There will be some interesting legal points coming forth as things move forward with this. In general, it seems like the only way to really prevent drunk driving, but it does take implied consent to a new level. And one has to wonder, if an officer sees you blow into the unit, and fail, and then leave the car, can he charge you with DUI anyway based on your intent? Or would an "attempted DUI" charge apply to certain cases?

If this thing really works, the money-go-round will certainly feel the pinch. Drunk driving is big money for courts, lawyers, municipalities, etc.

I foresee more rednecks driving their lawnmowers to the liquor store....
