As a tow truck operator if we have to run a cable across a live lane the first thing we do is block the lane!!! Both directions. Cones, flares, people, another tow truck ,and police cars when available . We would never attempt a pull unless the road was shut down..

A terrible thing to see. There was a worker standing in the middle of the street, but he was watching the cable instead of turning around to watch for oncoming traffic.
Since this was Brazil, the safety requirements and legal aspects are probably different from what we would expect in the US or Canada.

last fall a local guy got tired of ATV's running on his land so the ******* strung a wire across a skid trail...apparently forgot about it and decapitated himself a few days later...there is a God.. Schoharie county I think..
