Pardon my ignorance, but what exactly is Power Commander?

I know this might sound really dumb, but I can't help it.

I think I understand it....tell me if I am correct in saying that the bike (like a car) has a computer in it which tells it what combination of fuel and air to mix. And with the PC, we can alter that combination to make the bike run smoother (if we prefer). Does that sound like I know what I'm talking about?
