I've actually done some investigation on this subject on behalf of my friend RadioHowie, since RH was actively involved in "scientific research" with the Manatees: There's no way he could be prosecuted for his actions!

If your own RH's "Big Willie and The Boys" can't entice the Manatees, you're prohibited from any "fake baits"!
