Shake in front end, after tire balance (twice)

I have an 07 fjr and just replaced the front tire (and rear) with a pair of AVON STORM ST. The bike now has a noticeable front end shake between 30 to 70 MPH. I have checked the procedures and had the wheel balanced 2 times, both times they put the same amount of weight at the same spot by different shops. I also notice at low speeds in a neutral coast that there is a faint but noticeable bump/limp/tick (not sure how to describe it) to it. It seems not to be a jump/bump but rather a left right shimmy I followed procedures both times with the help of others to ensure we covered all the steps correctly. The tire rotation is correct and the pressures are also correct. If I relax my grip or let go the handle bars shake about 3/8" very rapidly. Any imput would be appreciated. I have contacted the online store and Avon and both will work with me.

Out of deference of our recently departed I will try and not trash on Storms.

However, you REALLY should do a search and see the MANY times this subject has been discussed FIRST.
