Just made this arrangement after reviewing two topics here:
This new Cortech came with a rain cover. It will expand upward. It has a carrying strap which fits under the seat as you can see. I used a small soft strap around the rear luggage post and a rplaceable chain link to secure it. I will wrap the link untill I get a plastic snap hook to replace that.
