Ok put on a mag tank bag that comes down to the seat great coat of wax but still the back of the tank looks like crap scratches everywhere.

SO how do I get rid of them and or how much for a paint job? :angry:

Scratches or scuffs? If they are scuffs, get some good polishing compound and a soft cloth and work it a bit. If they are shallow scratches (most likely), get some 1200 0r finer sandpaper and carefully wet sand the area just enough to smooth out the scratch and then do the polish routine. If they are deeper, but not into the color yet, you may want to get some clear touchup and fill them in a bit before you wet sand. Avoid repainting.
