I would bet that this bike belongs to Tom Melchild from Pleasanton, CA. Though thinking about it I remember his bike using a TopGun fuel cell. Warchild will be along soon to settle it.

Either that or there's another set up just like his. Goooo Tom!! I've heard tales that Tom rides the wheels of his FJR.
