they know which capitals are available on each leg, but only know the point values for leg 1.

while they can claim a state on any leg, the extra points for the capital is only available on specific legs. Denver isn't available for points until leg 3. Their rally passport books are marked with which capitals are available on which leg.

Cheyenne, WY-the capital of the state...a bit off the beaten path, so the points must be up there
