Since you are in Canada, you might check out Hagon shocks. They are a UK product so cost might be better for you. I just ordered one here and price is comparable to gen III in USA if you skip the external preload adjuster. + they are rebuildable. Others have reported positively on them here on...

In the vid you have the test lead in the correct position to read milliamps. It is not unusual for digital meters to fluctuate when reading very low levels due to factors such as the slight resistance where the leads touch the circuit. also possible the leak to ground is a loose connection...

I tried the Costco program when I bought my KLR and the Costco price was $150 more than the price the dealer was asking for the bike. ymmv

These are looking better. Best price I can find on new gen3 shock is $422.

If you look at the attached pictures you can see the guardrail on the right and a passing lane on the left, so I'm guessing both vehicles were traveling the same direction.
