Looks like bicycle handle bar tape, similar to what I did to increase the diameter slightly and the silicone provides a slightly tacky grip.

Rear wheel has new rotor, front wheel has no rotors. Both wheels have bearings. I put these wheels on a truing stand to check run-out, both minimal. Thanks, Dan

Lawrence, everything is there that came w the Smuggler from the factory.

Might try 30 psi for a car tire. Most everything I've read shows that to be a good starting point for handling.
