The best ( IMO of course Solution) way to handle it is to call the DOL and ask them what the tax would be if you where to buy a 2008 bike used. The number they give you is very difficult to dispute it comes from the NADA by the way. If they complain tell them you will file a complaint with the state insurance commissioner .
