No need for a story to do a voluntary contact. Not really how it works. I've had a wannabe call me in when I was in my POV. I was stopped by the locals. I declined their offer for them to stop/contact the complainant for making a false report. Works better if everyone pays attention to their own driving, and stays out of LE's way so they can do their job.
