I've got an 08 FJR-A. I'm looking for a little bit of heat from the side fairing vents to help extend the riding season but don't really notice much of difference with them in either position. Is the open position to allow heat to be directed towards or away from the rider?

Niether. All the side pieces really do is vent the air away from the legs of the rider. It doesnt redirect engine heat towards or away from the rider.

Out for winter - the wider setting creates a low pressure zone behind the vents that draws some heated air to fill the void - it works, but it isn't exactly a furnace.

Then again, Kentucky isn't exactly Yellowknife . . .

I think the 'side vents' in the out position simply deflect more wind out around your legs, helping your legs stay warmer by virtue of significantly reducing the wind chill factor. I guess the air coming out of the fairing back there has probably been heated by passing through the radiator, but my guess would be that at speed, there is so much air moving through the radiator that the air is not 'warm' but simply 'less cold.'

Of course when you are moving slower, or even stopped, the air coming out will be considerably warmer, and then it feels very nice...

I think it may have stopped snowing! Maybe I'll ride across town to the dealer after work, look at snowmobile gear (I think I at least need a new one of those breath-deflector things for my helmet) and ask them if they can put winter air in my tires. Or put chains on my tires.

Yamaha worked hard to eliminate any heat being directed towards the rider. Your best bet is to upgrade your gear to something that will keep you at the temperature you are comfortable with.

I never really understood the heat issue. I think it was overrated. Just an angle for Yamaha marketing to pursue when making changes on the FJR. In the winter when heated grips are a comfort, if the bike throws some heat in other areas is not that a plus!!

I corked the "hood scoop" with foam-cuts out some of the cold air that blasts out of the vent under the instruments..

Vents open allow for warmer air to flow through. The best way to test this is on a really hot day or a really cold day.

Yep, as already stated it's out to direct cold air away from the rider. That's it. It has nothing to do with heat.
