I'm an avid lane splitter, so I'll suggest using a headlight modulator.

Since you're saying its legal "here", I'm guessing you're also in CA - the hazards are not legal. They are there to warn folks of a hazard on the road - by using them while splitting, I'd argue that you are calling yourself a hazard. If you're a hazard, you're not safely sharing the lane, and are thus riding recklessly and opening yourself up to be stopped.

I watched a youtube vid a while back that had two riders pulled over and warned by a moto cop for their extra brake light strips (on their plates). Don't know if it was just an excuse to stop them but he did say that he understood why they put them on but that they are illegal and someone else could give them a ticket for them.
