Buying an out of state bike and

as a leo, you see a motorcycle traveling within your discretion of safe speed for conditions... to your observation, the tag is out of state and is current... will you pull over this motorcycle?
If I understand your question correctly... motorcycle traveling at or near the speed limit, wearing a good plate... would I pull it over? Nope.
i used the term 'discretion' as i *think* leo's might observe a vehicle at, say 9 mph over posted limits, and turn a 'blind eye' under their discretion if conditions are safe and the motorcycle is not missing safety equipment and not dragging parts, if that section of road is not under a 'zero tolerance' policy

Yup. Odds are that such a contact would just result in VIN confirmation, farkle check, and friendly conversation.
also, is "fictitious plates/registration" an officer discretion action, or a zero tolerance action?

Bought my 07 in Tenn. live in Ga. tag went with bike along with a bill of sale=no problems. Purchased from individual who was buying another bike but he knew I was riding back so he left the tag on the bike. No big deal.

 
I live in FL and have a few bikes out of state and riden them home. In a few states (West Virginia) they issue temp plates, TX didn't and I brought my place from Fl with the matching registration, the new bill of sale and titile on the newly purchased bike and had no problem. In fact when I rode home with the temp plate, which was paper, it rained and the plate disappeared. I don't picture a leo writing you if you are only pulled over for a registration check. Now if you are doing 100 mph you can bank on a ticket and probably seeing the inside of a jail. Good luck ride safe. Everett when in doubt over document.

 
I would talk to your state motor vehicle department about a temporary tag.
