I think it could be an Indian Chief form the early 50s but that is just a guess.

I wish the pic was a bit clearer. From what i can make out it looks like a late 40's Hardley Ableson knucklehead with a suicide shift.

Injins had the Indian head fender light and the skirting was different.

I would say it's a Harley Panhead as it has a glide front end. They started building Pans about 47 or 48 and the Glide front end was started in 49 and they were rigid frames till 57.

1949-1951 Model FL Panhead.

The Hydra Glide front end came out in 1949, along with those specific fenders, front brake, and a lot of the other details. That model with a hand shift was dropped at the beginning of '52.
