can I do this and would it be safe?

Sticky string forms a much bigger mushroom than the Stop&Go plug...
Yes, and I've had good luck with them. They're also a lot cheaper and readily available just about anywhere. But the last time I tried to do one in my truck tire my poor old arthritic hand wouldn't do it. Gettin' old's tough.

The closer to the center the less I would worry about a sticky string plug. Never had a problem with a plugged tire. The likely hood of it coming out is low. If it did it would just be a leak that should be detectable before it becones dangerous. To each their own however.

I used a Stop 'n' Go for a BT023-GT on the rear with only a couple of thousand miles on it. Little screw right in the middle of the tread. Held pressure fine for a couple of weeks but I was concerned about reliability on longer weekend rides so I bought a new T30 and had it installed. The 023GT might have been fine but I would have wondered every time I rode. If the Stop 'n' Go plugs had vulcanizing cement/fluid on them instead of a silicon lubricant to make inserting them easier I might have been more comfortable.
