I don't think a conventional modulator would work but I think you may be able to get one specifically for an LED headlight. Please don't.
I assume that the modulator for an LED would do some sort of on-off cycle that emulated the operation of a modular designed for an incandescent bulb. I have no idea whether the LED cooling fan (if equipped) would like that...

Headlight modulators are THE B O M B and I recommend them all the time. I've seen distracted drivers drawn up short many a time before they could do the stupidity they were about to do.

I don't know of any that work with LED headlights though since cycling the power quickly seems bad for the health of the computer controller in the light module.
