In NV it is against the law, only because the passengers feet must reach the foot pegs and the kid does not have a helmet.

Just a girl in the world, having rode 3 FJRs
looks like what i saw in cozumel. scary. of course they never got over 20 mph but still. scary.
Of course it's illegal. There is no jurisdiction in the world where it's OK to smother a kid in blubber, especially when wearing distastefully colored helmets.
