I figured it out. Welded Ti cover wants to be in shape of a circle, while end caps are oval. Need clamp to help assemble, and should have used it to take apart if I'd known the stresses. Tight and hard to get screwdriver or chisel between end cap and cover to pound end cap away from cover with mallet on screwdriver -- little bit by little bit.
Tip: Do not remove front end cap -- just leave it in place, pull or wiggle core off it and out back. Take small ball peen hammer and gently flare out the ends of hole filled steel core -- helps get it to start on the front cap smaller diameter pipe end, and then helps the back cap fit onto the core.
