Always start with the basics they say. So...

Are you certain that you are getting 220 volts to the motor?

Have you tried starting the motor uncoupled from the load?

As someone else said, there are wiring diagrams, are you 100% sure that this motor's internal wiring is correct? There are often multiple connections independent of the main incoming power that allow different voltages and different rotations and even different rotation speeds.

I agree with the suggestion to swap capacitors with your other motor.

 
Problem solved. after testing the capacitors and finding them good I did some testing and found the contacts on the centrifugal were not working . Went after them with an old fashioned point file and all is well. Don't know how long it will last but changing the points will be an easy task. Thanks for all the ideas except for Bust and OM.
