Front Position/Running Lights

Do these front lights have any value? Since the headlights are always on (when the engine's running) why are these 5 watt lights needed? Can a single filament turn signal lamp be substituted for these two filament lamps?

With many wanting more watts for accessories why not power down these two rather useless front lights? Not a lot of power but 10 watts saved is 10 watts available for some more valuable use.

Actually, these can indeed be made into something useful, and you can still save the 10watts in the process:
