Front wheel binds when installing ( ABS )

I just did the second tire change on my 2016 ABS ES FJR. Nothing different from the first time which was just a month or so ago. But, with the wheel and axle installed, ( calipers not installed ) and the ABS sensor ring correctly aligned, when I tighten the axle nut just a little bit with the wrench, the wheel binds. It's fairly obvious that the ABS ring is being pressed tightly against the wheel and common sense says that should not happen. But, I don't see any other way for this thing to go together. I expect the answer will be obvious when I hear it but right now, I'll be damned if I can figure out what I'm doing wrong.

Can anyone suggest what I'm doing wrong ?

You're not missing a spacer - specifically on the left side facing the front of the bike?

I have no idea if the ES is the same..

The spacer on mine looks just the same as your pic including how much it sticking out. I did wonder if somehow it is protruding too far but looking inside the wheel doesn't show anything obviously wrong.

 
SOLVED - I knew that I'd feel silly.

Ross, you got me thinking about spacers and I found an OEM parts diagram online and I noted the spacer on the left side ( seated on the bike ). It is hidden behind the ABS ring. So, I went over to my tire changer and sure enough, there was a spacer sitting there - I had not removed it before changing the tires and it had fallen out. Thank you.

Good stuff. If the brake calipers were not yet installed, about the only things it could be are a missing spacer/collar or the ABS assembly not properly installed. My immediate thought was the one on the other side but the ABS side makes more sense. (My Gen II "A" doesn't have a removable spacer/collar on the ABS side.)

I just removed my front a few hours ago and was downloading these for you. Figure might as well leave them here in case anyone else has the same question in the future. Glad you got it figured out.
