How do the IBR finishing statii (I made the word up) get determined. i.e. this year the minimum points for "Finisher" are 190,000. Are the points required for the various finishing levels determined ahead of the IBR and do the riders know this in advance?

Yes, the riders know what they need to acquire (bonus point-wise) on any particular leg.
