I've been with Dish for over 10 years now, with a DISH 1000 for the last year and a half or so. It worked great in SoCal, though aligning it to hit 3 sats is a royal pain in the butt. When we moved to Vegas, it took me a couple of weeks to get it lined up, then the heavy duty winds we get here (Chicago ain't got nothing on us!) knocked it ever so slightly out. Tweaked it back, and we are good to go again.
What it looks like in your case is signal strength issues. With digital, you either have enough signal, or you don't. The blockiness is momentary signal drops, which the error correction in the box can't do anything with.
Speed TV sucks ever since Rupert Murdoch bought it and turned it into the NASCRAP Channel; I've been downloading the BBC Sport coverage of MotoGP from racing-underground.com; I find it far superior to anything else I've seen, albeit its usually only in SD.
