The wiring harness is reported as nonfunctional. It's probably the controller relay. In any event Glenn at Clearwater sells replacement harnesses for about $70 as I recall. These are too bright not to have a dimmer and the controller allows the dimmer and bypass circuit with high beams and horn to work correctly.
