The steering will be slightly slower unless you slide the fork tubes up but that also lessens ground clearance.

You will not be able to lean the bike as far as before. For most of us that isn't an issue because we don't ride at 7/10 to 9/10 on the street.

For normal riding, touring and canyon carving, my guess is that 80% of riders won't notice "evil" effects but will enjoy being more stability at intersections and stops.
I scrape a little bit in the curves two-up. Not a problem. 1" lowered front and rear. By myself no scraping. Although I'm trying.
