My amps/volts are too low to start sometimes?

Well, this problem sounds sort of similar to the one that SkooterG had recently. His turned out to be a bad starter motor, but I don't think that is likely to be your problem. However, all of the troubleshooting advice that he got should apply to your problem equally, with the exception that you need to wait until your engine is hot and demonstrating the no-start problem before you make your voltage measurements.

 
Certainly sounds like a bad starter or bad connection (although very unlikely this early).

I would start by checking battery cables and connections. I listed a very simple test for this in the SkooterG thread that Fred W posted.

edit; I just went out and tried this test on my bike (which starts fine), and here's the results, while cranking with fuel pump fuse pulled;

Neg. side from batt to frame = 0.20 volts

Pos. side from batt. to starter lug (wire conn. on starter = 0.55 volts

You will need a digital mutimeter and I think anything under 1 volt is O.K.
