Innocent Bystander
Here is a link to the FIM press release on the new 600cc class rules. The 600cc class four stroke engines will replace the current 250cc two strokes in the 2011 season.

I thought the rules were interesting, especially the part about how the ecu and data logging couldn't cost more than 650 Euros (less than 900 USD) per bike. Some other highlights were things like no carbon fiber brake disks, no pneumatic valve control, the engine must be available for purchase by a competitor for 20,000 Euros for an hour after any race, there are specific rpm limits, etc. I'm looking forward to the new class.
