For the UK-produced Carver, that is indeed correct but that's not what they're going to be selling the US-built VentureOne for - or so I've heard. (Incidentally, Venture has only licensed the technology from Carver; it's not really an evolution of the machine per se.) I hope(..?) they're smart enough to realize that they won't sell but a small handful of these vehicles if they set a price-point above $25K.
