If the '16 ECU trips a code because it notices the PAIR solenoid missing, then perhaps you can measure the resistance of the PAIR solenoid coil, and substitute a resistor of approximately the coil resistance and install that into the pin sockets of the plug. I don't think the ECU would notice a difference otherwise.
I believe this was the solution to some mid 90s Camaros and Firebirds that had an annoying skip shift function that would make you shift from 1st to 4th under low throttle. The solution was to unplug the skip shift solenoid and replace it with a resistor, then wrap the entire connector in electrical tape or shrink wrap, otherwise the Check Engine Light would trip.
