Plastic pool liner means no ground. No ground means no shock. Just like a bird sitting on a high tension wire. Or a lineman barehanding 500kv while isolated from ground. Of course, getting out of the pool might be a *different* story..

Parts of Europe use that same large electrical plug. Definately 240 volt.
