Techmount on '06 stem nut --> what torque?

I am planning to replace the stem nut on my '06 with a Techmount GPS mount.

What is the correct torque? Yes, I did try the "search" function...

Am i missing something here? Is that from the maintenance manual?

Stem Nut = Initial tightening = 37 ft-lbs.

Stem Nut = Final tightening = 13 ft-lbs.

What does initial/final tightening mean?

The stem nut is 85 ft lb Number 3 on the diagram

The ring nut is the one that has the initial torque of 37 ft lb, to seat the bearing; then loosen and retorqued for a final 13 ft lb tightening.

This from my 2004 Service manual, I assume this to be the same for all model years.
