I can't speak for the facts of this case, but sometimes prosecutors tell the police not to file charges immediately. If charges are immediately filed, certain statutory clocks start running that require hearings that need evidence sometimes not available in the early stages of collision reconstruction. Doing these hearings "half-cocked" can create problems down the road for the case. If law enforcement feels that the person who may be charged with the crime is a flight risk, then that would outweigh the drawbacks to immediate arrest so bail could be set. In this case I believe the driver was a local.
