After wrestling with the cantankerous #1 cap over the years I now have a two piece cap. I separated the top rubbery portion from the lower portion. The top portion is still intact and can be moved up and down the wire. The lower portion which connects to the plug and the wire is a hard plastic cylinder encased in a thin rubber membrane.
I now remove the top stopper and slide it up the wire out of the way. Then I loop a short string, shoelace, etc. around the lower portion and pull upward and extract it. After installing the plug I reconnect the cap to the plug and then slide the soft rubber stopper back down the wire and put the cork back in the bottle.
