Vista cruise like this?

I have never seen this metal part on anybody else's vista cruise. This is a photo of the one on my new to me 03. Is this little locking lever a normal part? or is mine special?

Looks like a clever way of "locking" the VC's tab. Typically people screw it to the body of the throttle cables.

The PO who installed my vista cruise did so using a very well hidden zip tie. I didn't even notice it till I started removing the fairing panel to route wiring for my GPS mount.
