When to Tires go on sale?

Is there a time when tires go on sale? I would have thought during Winter some online shops would be pushing cycle tires at a discount, but I haven't heard anything. I remember getting killer deals at Derby Cycles (or something like that) and it was too good to pass up. Also thought PR 2's and 3's would be more clearance priced now too.

The PR2's are getting harder and harder to find. Also, if you find a set. Pay attention of the expiration dates.

For the past four years I kept a spreadsheet and checked prices twice a month from 6 different stores. I found that tires where cheaper in November-December so I've been buying tires then and keeping them in the garage till I put them on the bikes. Prices tended to go up around the end of February. I try and keep an extra set on hand for each of the bikes so if gets a flat I already have a new one on hand.
